Cossie boost problem

Cossie boost problem
My 4x4 cosworth was running stage 3 greens with T3 turbo at 26psi and ractech rs500 cooler, i fitted new boost pipes and boost went to 32psi so i turned it down.
Now i have fitted a low comp engine (7.6-1) with big cut outs, bd14 cams, T34 0.63 turbo, greys, i have also fitted a bailey breather system and alloy tanks.
When i got it running and took it up road to set up boost it wont boost any more than 18.5 psi, i have changed amal valve, actuators and even put old T3 on tonight as i know that did 32psi breifly. What i did find when i took T34 off was the wastegate penny wasnt sealing properly and the spindle was bent, i have now modified this so it seats ok but still no more than 18.5 psi.
What else can i check, could it be an air leak somewhere?? i have removed dump valve also!!
Help as i need this sorted!! or would i be better off taking it to a tuner for them to sort it??
