What exactly does a chipped ECU do?

What exactly does a chipped ECU do?
As above. Just wondered what the difference is between a standard ECU and a chippped one. I know the boost limit is raised or taken out altogether but how does the chipped ECU effect the ignition timing etc as I am keen to get all the info I can.
