Question 1.8 TDCI Timing Problem

Hello I have just rebuilt my 1.8 tdci after cam belt snapped,

i am am trying to time the engine with correct tools but when I install crankshaft pin I’m finding the engine locks in more that one position?

i have timed it to one of the positions that the pin was locked and car winds over but not firing?

i have checked timing pin length and it’s the correct length.
