Default EEC V Flash e eprom power supply

Hi
Has anyone got an idea of what voltage should be coming off of / going into pin 13 on the EEC V please?
I have a programming box to fiddle with my ECU but i am only getting 0.56v out of the aforementioned pin on my ECU.
I have tried a mondeo mk ii eecv ecu and a 1996 lincoln Mk Viii ECU both with the same results.
This ECU pin goes to pin 13 of the OBD connector.

The FEPS pin should normally be close to 0 volts, it's the programming device that supplies the +V to the ecu during programming.

Thank you for the advice, that puts my mind at rest that the ECU isnt faulty. I scoured google for hours looking for that info but couldn't find it.
