S2 refusing to start

Hi all I have just had the head gasket done on my s2 rst and the head rebuilt but now he refuses to fire up have spark and can smell fuel in the exhaust but it will not fire

It finally fired but now it's running with a serious miss fire can't understand what's causing it timing is ok and ignition timing set at 12 btdc

Update oil and water have seriously mixed again and don't know if it's related but one of my new plugs is brown

No I double checked it before I fitted it I have a feeling the block I knackered
