p1518 problem

hi have this code keep popping up i have changed the idle control valve for a new 1 and has popped up again any clues as to what else this may be cheers for any help i have a 2004 mk1 focus st170

P1518 - Intake Manifold Runner Control Stuck Open (Bank 1)
That's not the idle valve, but the valves in the intake manifold.
Somehow it's not moving.
