Default 200 block advice

I have seen the following 200 block advertised - supposedly by GGR

ESCORT COSWORTH 200 BLOCK FROM GRAHAM GOODE RACING, LINERED RUNNING STANDARD BORE SIZE WITH MAHLE LOW COMP PISTONS RUNNING 7.2/1 COMPRESSION. FRESHLY GROUND CRANK WITH ACL HEAVY DUTY BARINGS THROUGHOUT SHOT PINNED CON RODS BRAND NEW OIL PUMP AND WATER PUMP

I guess three questions:-

1) Would this form a good base to extract 400 reliable BHP from an engine build?
2) Are there better/newer ways to go with regards to engine builds (high compression as an example)?
3) Any ideas as to potential value?
