Can anyone confirm if this code reader on ebay will read and clear codes on a 2003 ford fusion 1.6 petrol.

it will only read eobd codes, there are so many manufacture codes on cars now so not a lot of good unless its a emission related code your car has .
if you want a cheap tool have a look around for a SUN called snap on red bricks loads for sale.
as people in the trade buy them to find there to basic now days, but fine for what you need

This can do a lot more: http://www.forscan.org/
With just the codes there are a lot of problems you can't fix.
