idle control valve

Default idle control valve

i have a 1990 xr2i 1.6 cvh with the idle control valve mounted on the rear of the air box ,having trouble with rough idle and slightly high revs at junctions ,have read its due to the idle control valve , i have stripped this and cleaned it ,also cleaned the small brass air screw on the left hand side of the throttle body , i have run car to operating temp then set revs via brass screw to 750 with idle control valve off ,replaced idle control valve and it revs to 1100 then drops to around 1000 or just below, if i unplug the icv and go for a drive with car warm , it performs as it should idle 750 at junctions no hesitation ect but will not idle from cold, if i reconnect the icv it idles from cold but revs at 1100 at junctions and has a tiny hesitation at low revs, ihave come to the conclusion my icv is faulty , would anyone be able to verify this and advise where i could get a replacement .
