Can't remember if the leccy windows are part of the car loom or seperate, remember there was a thread on here where someone coulden't find the connections, but in my own mind I should think it is part of the "high spec" car loom.
If so it shoulden't be to that hard to wire in yourself if your half decent with electrics, as this will be easier than replacing a complete car loom!
Rev counter is pretty easy, you simply need to supply the counter with a switched live supply and ground on the switched side of the coil (Green wire), a rev counter essentially is just a scaled voltmeter.
You can get an aftermarket job or the CORRECT one for your car, i.e. dash out of a higher trim level model.

yea i wanted to upgrade my dash from the old style to the newer style dash an get my fog lights wired also
there is nothing there at all
so i need a loom from a car which came standard with electric windows an so on?
without splicing into wires i'd rather just swap the loom IF its not a major job
im not great with electrics but me an a mate converted my cavalier to electric windows an mirrors, but that loom seperated into 2
were as the sierra im not sure has any wiring at all lol

I know does yours have the 130MPH speedo?
Don't hold me to it but I should THINK the leccy windows are part of the car loom, someone will come along and say for sure I should think, I have never had to touch that side so it's not something I know for sure.
