new rear hub bearing really stiff?

Ive just installed a new set of rear hub bearing to my sapphire, but there really stiff when trying to turn the hub by hand. ive installed them correctly and tightened the hub nut to 250 nm as it says in the manual. any ideas on why they are so stiff.

is this when its all built up on the car or with the rear axle/shafts not all bolted up?

unbolt the driveshaft at the hub , not outer CV and see what its like then

no mate its on the garage floor. i got told by a mechanic to loosen them off abit. what do you think.
