Default cosworth 4x4 wont start

got a weird one my mates cars been in for paint new rear arches the works the painter wanted the fuel tank removed no probs and it was done, car was repaired and painted i was asked to refit the tank and get it running ,no probs fitted the tank connected the batt turned it over fired up straight away . told the painter put more fuel in it before you move or start it as the fuel was very low and didnt want to suck any shit up.Well he moved it outside on a slope front facing downwards putting anything left in the tank was right next to the pick up next thing gets a call from my mate saying its running rough as if is not firing on all cylinders,it was towed to my wshop and fuel put in and still wouldnt start, there it still sits ive had the fuel rail off it had shit in so all the pipes were blown through fuel pumps been off and run no bits in it filter off ,all the presssure regs been cleaned the inj went off and were cleaned the report came back with a 5% inc in flow so were refitted now the weird bit it has a spark ,it has fuel, crank pick up set -up correctly all connectors sprayed with wd to make sure ,dizzy cap is fine rotor arm is fine and what happens nothing it turns over but will not fire anybody come across anything like this before any help would be appreciated thanks guys

4x4 has cut out inside the car (At least it should have), in any case it's clearly not this, else there would be no fuel!

Do you know if you actually have fuel delivery to the injectors, or just the rail?

I can't quite see the plug theory myself in this case, as it has not actually flooded, rather the opposite effect, but it's worth a shot as you say.
