If you haven't primed the filter with diesel it wont start. You will either need the draw the fuel through by creating a vacuum on the outlet side of the filter or find some way to fill the filter with diesel
get a 2 lt plastic bottle cut the top off put new filter in bottle right way up and fill with clean diesel when filter is full put back on your car . this worked for me hope it helps
