Default 2.8 Cologne problem

I have a problem with the 2.8 Cologne engine I am running in my Mk2 Escort. It starts perfectly when cold and perfectly when hot, but if allowed to cool down a bit after running then it turns over real slowly as if the battery was flat. I have tried advancing and retarding the timing but to no avale. Anybody any ideas?

What causes the engine to spin ?, STARTER MOTOR, it doesn't give a shit whether you are mfi efi or carb.
