hi can anyone help me with this one, I have just bought a J reg 1.8td p100 and it seems to be lacking in power but also over fuelling as i am being followed by a cloud! and the cloud is all the time not just when I hit the boost

does anyone have a solution the problem

Is the pump timing out? Or the Turbo knackered had one of these ages ago and that was to brilliant on power.
