Irregular Boost Levels

What would cause my car to boost differently all the time... Its got a brand new turbo and -31 actuator.
In 5th gear from 80mph it boosts at 1bar but drops off, then slow down and build boost up again and get nothing and then try again and get .5bar max but it holds.
Could the actuator be faulty or the wastegate in the turbo elbow?

Check for boost leaks, found none...
The wastegate in the exhaust elbow was sticking open tho, so changed that for a different one and its better, but still not quite right!
Boosts more in 3rd, peaks at 0.5bar and holds 0.25, 4th and 5th don't peak they just hold 0.25bar...?

doesnt sound like the actuator is strong enough at that boost pressure, thats only 3.5 psi! it needs to be three time that if not much more! tighten (shorten) the actuator rod quite a bit and see how you get on
