Can you hear a rapid clicking at all? If so it will be the hazard light switch as it doesn't get mush use coupled with the switch being old the beeswax used inside dries up and so the contact isn't good, you can take it apart to clean or just get a new switch, this effects indicators as well as all power goes through this switch.

If nothing at all then I would be checking the flasher unit/relay, or the power feed.

Had this in mine, are the fans dead as well? If so you need to look at the fuseboard and the relays there

Theres a red wire which goes to the hazard switch, the indicator stalk connector will have a black wire which is SWITCHED live as is the case with switched feeds on Fords on this era.

Check that you have +12V on one side of the fuse as well with ignition ON.

Then check the contacts for this fuse, firstly that they are not corroded and then that the wire is connected to them ok underneath.

Don't know on Escorts but I strongly suspect the flasher unit will be behind the dash like other Fords of the age, you don't need to worry though as you don't have power to start with!
