Sorry if this is a really lame ass question but im new to this area

I think my water pump on the charge cooler system could be on the blink. When the car is started should the pump be running constant?
So if i squeeze the water pipe it should be solid or very stiff due to the pressure.

Or is there some form of switch for it to only come on when the turbo kicks in??
