The BLACK with blue tracer I'm sure you mean comes direct from the ignition switch to the solenoid terminal, will either be a spade or ring terminal on the end at solenoid, this energises the solenoid engaging the starter ring gear and teeth before bridging the terminals inside for current to turn the motor itself.
A flat battery can certainly cause the problem, it's just the solenoid clunking but not enough power to turn starter, but also look at bad connections and a duff starter, esp if bosch, may be jammed, the solenoids have a habit of this.

Thought so just wanted to double check lol. Yes it is a Bosch motor, wots the best way to unjamm if it is tht.

See if it's the actual gear jamming due to dirt buildup, oir the solenoid itself.
These tend to jam mid way down the solenoid body(inside) as the laquer peels off the inside of the solenoid housing with heat age etc, just take apart use some old emery cloth etc, NOT under any circumstances glass paper, oil it and clean the inside, clean also the throw piston that actually moves, be as good as new again, shout(pm) if you get stuck.
