Angry problem with cossie 2wd

hello people can anyone tell me why my car is over fuelling.as it smells so rich and black smoke coming out of the exhaust.and you can smell fumes in the breather system.and the water looks yellow rust colour with like a oil film could it be the fuel pressure regulator seized open as the has not been run for 3 years as i have rebulit the car.

many thanks chris.

I would be tempted to replace at least the coolant temperature sensor, these do go out of range and usually mega mega rich, will be belching soot!!
I would also do a complete service with it having been sat, inc fuel filter and fresh fuel.
