could be the icv but usually when they stick the revs stay a bit high, mine was fault on my fiesta, when I disconnected the valve the revs went to around 600rpm and practically stalled, bought another valve of ebay, that was faulty too so if it is your valve buy from some one with confidence as i paid 80 for a buggered one :-(

either iscv or coolant temp sensor isn't playing ball.

The ISCV is only used when cold as there is a richer mixture or when theres a heavy electrical load, unplugging when up to temp will have no effect at all. As said defo sounds like the CTS this controls the base level of fuel injected from the map right from freezing up to boiling. When faulty they cause the problems you describe.

The fact that your revs stay high show the ISCV is working.

Don't know about on thr rst, but some iscv control the full range of idle right down to zero.
If it were mine I would check the co when hot is ok, then junk the iscv and add ifnecessary a stop on the throttle linkage somewhere to set a idle speed = end of worries, if mapped nicely/correctly after a few seconds will idle on it's own from stone cold.
Mapped a saxo friday no iscv on that one, idles from stone cold 100% perfectly, aftermarket ecu emerlad K3.
My cossie idles perfect from cold, at 950 unless I want a faster idle such as when warming car in winter then switch to different warm up map(switch) idle cold is either 1500rpm or on other 3rd map 1900rpm
