Default Up and down temp gauge

Can anyone tell me if it normal for my 2wd cossie water temp gauge to always keep going up to the top of the norm and then the fans cooling it back down again.(under normal driving not just boosting).i have flushed the rad out but still does it.if anyone can help that would be great.
