could be either a wiring fault, guage or sender duff or stuck, look on the side if the tank and you will see the wires for the fuel sender, disconnect and re check the guage, should show empty, then short them out and it should show full, if it does its the sender unit that faulty if not its either wiring or the guage itself, then easiest thing is to try another set of clocks first

Almost certain to be sender unit I would say, I would think it's jammed at the 3/4 mark, the fact the gauge shows a reading shows the circuit to be complete that is presuming the gauge needle hasn't simply jammed guessed you have tried tapping the gauge?

That's what I'd go with, is the car new to you ?, if so may have been bent, sender unit arm if sender unit been taken out sometime, but it's better to show less fuel in tank than there really is, at least you're not going to run out that way, rather than the other way around.
I don't know about your model, but on early sierra's the actual gauges, temp and fuel had a mechanical adjustment on them, where you could physically adjust the needles position.

now it seems to work on the top half of the gauge i.e half tank is empty but its seems to get a reading so i will see about adjusting the needle
