bummer mate .jack the front of the car off the ground and cycle the steering and see if you can trace the problem,at full lock either side you should hear the pump come under load and make a straining noise, check the supply pipe hasnt got a kink in it blocking fluid.

i've got this exact problem too.
Does make the 'noise' on full lock, plenty of fluid, but heavy as hell around the centre mark. Came on all of a sudden. Could it be underuse?, as I hardly EVER drive the car.

I know this sounds very obvious but have you checked that the belt is still there? It's not uncommon for PAS pump and alternator belts to wear and snap completely.

The belts there and not slipping.
Mine seems to 'improve' now and again, when I think 'great it's fixed itself', then next time I start it, - it's back to 'Worlds Strongest Man Steering'.

mines done this , right at the start of my last forrest rally 3 weeks ago on stage 1 ive had to do 70 miles with no pas
now , a couple of things to check for you , 1st the belt, make sure its not worn so much that the inner part i.e the bottom of the v , isnt running on the mid section of the pully, the grip from the belt comes with it sitting on the side of the v belt,
2nd , pressure relief valve in the pump itself, where the high press hose is screwed into the pump is a fitting with a sprung pressure relief valve, if this is held open with dirt = no high pressure,
after that the valving in the rack is funked , mine looks like the rack , so it coming off complete and im having electric pas
