Default Mk1 Focus, Bouncy rear suspension

Ok so this isnt actually for me but my mates ford focus 2.0l zetec has got probably the bounciest rear suspension ive ever felt. Even the slightest bump will keep it bouncing for a good couple of seconds after.
I reckon its most likely the shocks but the only thing is that a whole spanking new suspension was only put on about 8-10,000 miles and they usually last at least 25k.
Anyone have any ideas to what else it could be? rebound rate etc.

Thanks
Marshy
