Default captive nuts

The captive nut on my petrol tank strap is spinning when i try to undo it is there a way i can undo it.

i was thinking about drilling a hole in the boot floor to get to it!!!

or is there any other way i can get the bloody thing undone????

Grind the head of the bolt away, then if there is enough room slip a new, still available captive nut back in place, they are normally on a little trim clip that goes through a slot, as all my ones did the same.
