I know these work better when dialed in with adjustable pulleys but can normal pulleys be used??

You don't automatically get a gain just because they are vernier pulleys, if std cams in particular I doubt you would see a difference that you could feel or measure.
Defo useful on hairier cams or where head has been skimmed a lot though.
