Default boost

i have just bought a 4x4 sapph it is running on greens has a three bar map sensor and is suipposed to have a stage two chip.the turbo was replaced a couple of weeks ago with a standard t3.would i still be able to wind the boost back up to 23psi ish?i think it has a minius31 actuator but have not checked yet to be sure.

You could but for a little outlay, it would be best done on a rolling road so they can check the AFR under load at the same time.
