Default boost control

where should the reference for actuator control
come from?
i.e from near the throttle / inlet plenum or
from as close to the turbo outlet as poss?
i've always had unstable boost and as my boost
is starting to get higher the unstable boost is more
prominent and annoying.

my setup is vastly different from std,
not using vx turbo or ecu or map sensor
