The tube sticking out of the chassis is in fact in the hole that it locates in.The tube was part of the original bush.Give it a knock side to side and it will drop out, then fit the new poly bush with the new tube.

The metal tube in the bushes should fall out with the bushes.
Yank out the metal tube and use the one that cam with the poly bushes, incidentally that is also removable, but normally made of stainless so better to use.
