Default MK6 Diagnostic Connector

The Mark 6 Escort (1997 1.6 zetec-e) has a 16 pin diagnostic connector in the passenger footwell, the ECU behind it says it is EEC-IV. All the fault code readers for EEC-IV are for 3 pin under bonnet diagnostic connectors, but the 16 pin connector is for EEC-V. Can anyone tell me why a Mk6 has an EEC-IV ecu and an EEC-V connector ??? And where do I get a cheap fault code reader for it ? Ideally something like this :
