Default wire rung block

Hi my block is wire rung is this a good thing? im about to replace the head whats the best way of cleaning the block face and do the rings need replacing? ive found one is loose is this ok?Any help would be great im all fired up and want to get her running for the sumer

4wd cosworth.I spoke to an engine builder yesterday and they said i can ither throw them away and use an uprated head gasket or i can hold them in place with a lil bit of blue gasket sealer and they will be fine but he did say he never recomends using wire rings.
