Im sure it would have been stopped after the first few cars crashed. Im sure there must have been double-waved yellows - doesn't mean the drivers will slow down enough. Same happened at Bathhurst in 92, double yellows and still some drivers didn't take much notice resulting in a bit of a pile up and the race stopped.
Even so i recon the saftey car should have been out atleast, if not stop the race - those conditions looked horrendus!

Looks liked it happened a bit oo quick for the safety cars as most of it all seem to happen within a minute.......
