from memory, get the picture, go into the menu's that run along the top of the screen, called filters or effects possibly.
On the drop down lists, look for the one that says stylize, this should drop across and you'll have things like dry brush etc, click on one and a new menu will open, these have all the effects like charcoal etc, try a few, and adjust the amount of pressue and stroke lenght till your happy

some do look a bit shat depending on the pictures, some do work better than others.
Try adjusting the levels in the pictures first, get a better contrast going and some depth, then give it an effect.
Sometimes it's a case of tweaking it until you get it right
