in Miscellaneous Options (near the bottom of the screen)
click the drop down arrow next to "Message Editor Interface: "
and opt for "Enhanced Interface - Full WYSIWYG editing"
don't forget to click Save
then when you're writing a post click 'go Advanced' and they should be there
