can anyone help hand brake crap .changed rear pads and discs made no diffrence .so adjusted handbrake cable still crap

take the calipers off again
wind them all the way back
use the footbrake (with the ignition on) to press the pistons back out until they get the pads on the disc properly
once thats happened, THEN pull the handbrake up
otherwise the mechanism screws things up inside

a tenner says it's because the levers are at least part-siezed in the calipers and aren't returning fully against the backstop.
To work correctly it is imperative that the levers are free to move fully back to the stop when the handbrake is released. If this doesn't happen there is not enough travel/effort applied to the caliper pistons for an efficient handbrake, and adjusting the cable up in this situation only makes it worse.

when you changed the pad's did you try the handbrake a few times to take up the slack, jack the car up with handbrake on & try turning the wheel's by hand, then you will see what one has the problem, as richm say's it will be the lever's that are seized

Same thing happens to mine. The lever works on a rod and you need to spray wd40 / penetrating oil on top to soak down. As you're doing this get someone to operate the handbrake and extend the lever fully using a pair of pliers and then pull it back again on the handbrake and repeat numerous times. By the next morning its fine. However, this is just a temporary fix I find and after a month or two it needs doing again. I'm gonna change the caliper on mine but been putting it off.
Incidentally if it jams on you can free it quite easily by gently forcing the lever on top of caliper towards rear of car with a screwdriver poked through alloys (with handbrake in down position) and this will free caliper enough to get home.

the only way to effect a reasonably longterm fix is to dismantle the calipers completely and remove the levers - if they are seized they will be quite corroded as a result of the rubber seal on the top degrading and allowing water in, the lever spindles need to be cleaned off so that they are a clearance fit in the bore again, and the rubber seals replacing.
Anything else will be a very temorary fix at best.
