so the temps go up
when you drive it about and boot it you have more air going over the rad and into the engine so the temps come down
the fact that the secondary fans are supposed to come in at 100c means that one set of fans is not working no matter what you are doing
and if the dash gauge is showing you in the red, swap the temp sender and see if it cures the problem
if you think you've got problems the twinky engined sierra's/granada's have fans that kick in at 100c/110c and so fry heads when they get stuck in traffic

secs should be ok so try another switch
I take it as read that you have checked the fans are going round the right way??
