The photos were work related, probably for security passes or something like that.
While you maybe shouldn't have had access to them (unless you need to be able to verify a visitors identity, say?) you certainly shouldn't be circulating them outside.
I've got no idea if someone's photo counts as "data" under the Data Protection Act, but if you emailed their phone number, home address or whatever you'd certainly be in the doodoo. As it is, I think an apology to the ladies should sort it - and maybe a dinner invite for the nicest one?

i wouldnt worry too much about it, but in my opinion an appology would do the world of good, especially if things did go any further...

Having experienced disciplinery action myself (a few times ) from a couple of Companies, IMO although what you sent was not offensive, I have seen people make official complaints for far less.
If the girls were going to complain they would have done it by now. You however will not know about it yet. If I were you DO send an apology to the girls but keep it light hearted, make it seem like a compliment but dont be crass.
Believe it or not I have had disciplinery action taken on me about 5 years ago when the first 'Petrol boycott' chain email was going round and was on the national press. I was deemed to be forcing politcal views on other members of my Company by simply forwarding on the email as it said!
Good luck and I hope you get away with it, just learn to think first, send later

Also dont think it that clever you should be able to get access to them in the first place so in reality if anything does come of it then surely the company as responsible as you for not making them secure UNLESS of course they were

The problem might not be harrassment but breaking the data protection act, I had a similar thing at work with some photos and got accused of breaking the data protection act
Although I doubt they`ll wanna take that further as it will mean a lot of hassle for other people as well.

I wouldn't worry about it...If they did find it offensive they'd probably have just thought 'pervy twat' and carried on working.
The worst thing you could do is put the thought of disciplinary action in their head by apologising.
If you don't admit to doing something wrong they won't try and beat it out of you I wouldn't have thought
