Default re-fresh rates on monitors

i noticed mine was on 60hz and can go up to 70hz with no problems, i know thats not that high to todays standards but my monitor is about 6years old now! Anyway i havent noticed any difference at all, is it just the fact that my screen wont be flickering as much and wont strain my eyes as quick?

also, why was it set to 60 as default if the monitor can cope with 70hz?
