one tip is too make sure uve cleaned all the shit off it u use to make it look nice lol as that really effects the finish !

Plastic primer should do the trick but get that dash super super clean with a proper cleaning agent for degreasing, otherwise the paint is goint to peel off.

Have you considered flocking the dash??

Well not to everyones taste and not really keen myself ,looks like velvet finish and is used in track cars, starting to become very popular in modded road cars.

Not sure what the costs are, may be cheaper to have a bosyshop spray your dash proffessionally.

If you are going to have a pop at the dash yourself, go to a scrappy and buy some trim with a similar finish to the dash and have a practice at it, then see how tought the finish is.
