how can i tell if a level 8 ecu has a pectel board in it??

Take a look. The board will say Pectel on it.

btw, does it say on the top or the underside, as the board that is in the ecu is fitted to it?

cheers again, i'll have to get the ecu open

iirc you did say it was pectel when PJay put a post up asking what it had in his old ecu, but that was a while ago lol
