After further investigation notice that that valve as been by pass by the pervious owner,that's why I posted this to see if any one knows the
Purpose of this valve, might not of worded it correctly in the frist place

I dont know the answer to your question specifically, but usually a heater solenoid would be an electronically controlled method of restricting the water flow based on your heater dial setting. so if your heaters set to cold, it would close stopping the hot water flow from the cooling system going to the matrix. The Mk4 Fiesta/Ka/Puma had a unit that was prone to failure if this is the same type of thing.

That is a coolant degas shut off valve and it does this.
The coolant degas shutoff valve is designed to stop the degas process during cold start. Shortly after the engine is started, the coolant degas shutoff valve will close and reduce the coolant flowing through the engine which will improve cold start fuel economy and warm up time of the coolant. When the coolant temperature has reached 80°C the valve will open and allow hot coolant to circulate through the coolant expansion tank.
