Default Car feeling slughish

car didn't feel 100% , didn't really try to boot it either, drove sensible.

Took spark plugs out and looks like their are little white spots on the plugs.
Is it running lean ?

It was gentle motorway traffic it last done, but tought they should be browner ?
CO was fine in june, Fiesta RST
