Default TDCI Revs go up between 25-250rpm when changing up gears

Just got a 2.0 TDCI mondeo 130. When i change up from 2nd to 3rd and 3rd to 4th the revs slightly rise a little between 25-200rpm. Never does it in 1st changing into 2nd. It also never does it above 2,300rpm only when changing gears at low RPM (1,600-2,250rpm). It's more annoying that anything as i sound like a P-plate driver changing gears. To cure it i change gear more slowly and smoothly taking my foot of the accelerator a little more slowly before depressing the clutch and then this doesn't occur. Any ideas what it might be?

Also when booting it this phenomenon doesn't occur, it seems to only occur when the turbo is slightly spooled at lower revs.
