No one to blame really I'd say.
Pretty similar thing happened in north east Germany a few years ago.
Wind blowing dust and dirt from harvested fields caused a zero visibility situation on an otherwise sunny day and several people died.
Really no time to react at all...

I live in taunton an drove on the motorway 30 mins before it happened to bridgwater for the carnival!! The weather was shocking, hard rain an reduced visiblity but couldnt really see a fog! but my wipers were struggling to keep up with the amount of rain an spray from vehicles in front! But i reckon people just got distraced by the fireworks an Baaamm it all happened!!
