Angry Is Insurance reqd on a taxed Vehicle

Just got a £100 fine from Dvla for my van for no insurance on it even though its in a Garage awaiting Repair

its taxed but laid up with a blown engine as that's way it was when I bought it 4 month ago

I haven't insured yet it as I am waiting for it to be fixed first

do I need to pay this fine even though its at a garage + inside awaiting repair?

can I appeal against this or do I need to pay this silly fine

You gotta pay bud! Only when the vehicle is sorn or at a dealership for sale is it exempt.

this is 1 of the dvla's latest money making scheme
cars/vans now need to be taxed and insured or else they must be sorn'd
no longer can you have it taxed with no insurance,
you'll need to claim the tax back and sorn it, or else insure it
either way your stuck with the fine, i've known it to happen loads of times now
never yet has anybody actualy won the appeal
its just a money spinner for them

Went to court for this a few months back, I actually got away with it as I had trade insurance but they hadn't updated the MID database with it, although looking back I was quite lucky.
DVLA have a permanent solicitor in Swansea mag court now and are hearing about 150 cases a day, their seriously clamping down.
Ridiculous law and one that needs sorting as to me if its taxed or sorned that should be fine.
You can't drive/park on the road without insurance anyway so why does taxing it make any difference?
