have you tryed using a heat gun or a hair dryer to apply the first and second coats of paint ??
some times paint really struggles to stick but by using a heat gun your basically forcing the paint to stick once your first coat has dryed theres a good base for the rest to stick to.
just a thought mate

Too many posts.. I need a life!!
It mite be something in the air, we had to air out the valet bay at work when refurbishing wheels, any silicone from tyre black spray cans used to wreck the wet paint.

im only using rattle cans as i only wanted it to last 12months till i got new rims. . . . . i used same on the scooby wheels and looked great
the primer went on ok and the first coat of colour went ok but the second got had like dots that the paint wouldnt take to, and on other wheel while it was still drying it look s if it was all wrinkly
to prep the wheels i sanded them down and washed them down with sugar soap then used panel wipe
the other two wheels are ok

The paints reacted with something, thats the 'wrinkly' bit. Did you move the wheels after the first coat, as you may have got something on them 2 thats causing the paint to react. Flat them both again, panel wipe, primer them again, etch the primer surface with 320 or 400, panel wipe again, then paint again!
