Control Panel, Keyoboard, Input Locales and make UK the default. Highlight the US and click remove. It should then (after a reboot) revert to UK layout

Hopefully lol

the shut down question, go to control panel then power options then click on the advanced tab, mine says "when i press the power button on my pc- shut down"

maybe yours is on "ask me what to do"??
