Help setting up cosworth tps??? Idles to high???

Help setting up cosworth tps??? Idles to high???
hello there, i brought another cosworth tps unit as mine was saying 3.7 volts on idle & it wouldnt go any lower.
so i refitted the new tps yesterday & when adjusted i can get it to read 4.3 volts (best i can get) but...........
when car is started up it idles about 3k! ive tried turning idle speed down but it wont go any lower??
if i unplug the idle valve it will idle ok but runs like a nail when cold so i have adjusted the new tps to 3.7 & it runs fine??
any idears???
