brake locking on

we put new brakes and handbrake cable on the back of my brothers mk2 fiesta and now the passengers side brake stays on when the handbrake is released but if you mess around with the cable at the back by hand it goes back to normal any surrgestions

dodgy cable or return spring not fitted on shoes.
